This is not how it works. The ladder is always kept whole. Only when there are minor timing issues are their holes for a couple of days.
A small quirk at Fidelity - when a number bills have been purchased over time and the maturity dates overlap, they will start to combine them on the Fidelity system, so instead of having two separate 20K bills, you will end up with a 40, whether you wanted them separate or not. When asked about it, the Fidelity rep blamed the Treasury. Over a longer period this can happen multiple times and the amount (size) of the individual bills can really change. You lose some steps in your ladder.
There's also a situation where for a few days a bill about to mature and settle AND the new one about to be repurchased if on auto-roll will both show up in your account, which can temporarily reflect a higher total balance than you actually have.
