I picked the top 3 stocks by market cap for each sector, I would use 4 and 5 as alternates to replace a stock in the top three you want to sell in order to harvest long term capital gains. Just look at the latest semi-annual report from Vanguard. This gives you a 33 stock portfolio that should not have a lot of tracking error. You can use dividends to buy new shares and sales/purchase of stock to more or less keep the sectors approximately equal to market cap weighting, with an Excel Spreadsheet you ought to be able to manage this.

You don't even have to research or screen stocks, just use stocks 1, 2, and 3 by market cap in each sector and stocks 4 and 5 as alternates for trading partners. If one of the picks falls to lets say number 4 or 5 in market cap, I wouldn't obsess over this, keeping three large cap stocks in each sector would be enough.
