Personal Investments • FHLB bond redeem below 100 par

So I have a FHLB bond that is being called. But I'm a bit confused about the message from Vanguard announcing the upcoming scheduled redeem. Says. "A quantity of 50,000 will be redeemed at $60 for a total of $30,000".

the Bond is stated as 100 par at call. So why is it being called and redeemed at 60?

Par value should be $50,000 and the bond should be called at 100 par. thanks in advance
