They managed to assign new IDs to Medicare recipients. The new ones are eleven characters long and include both letters and numerals. I assume but don't know that they contain redundancy checks that ensure that transpositions and single-character changes will never result in a valid ID.
I wonder why they didn't do the same thing with Social Security numbers long ago? At least with newly issued numbers.
