A suggestion of a possible and partial answer to one of your questions to Schwab, the restriction is generally on sales of US domiciled mutual funds to non-US residents. The legal language is, IIRC, along the lines of "may not be offered to". However, that doesn't necessarily prevent you from holding what you may have bought while (for example) a US resident. Along the same lines as PRIIPs, which makes it hard/impossible for EU and UK residents to buy US domiciled ETFs, but not to hold any they already have acquired.
Finally, I'd be leery about pointing out any inconsistencies in what Schwab plans to offer ("The paradox in the above is..."). That just might prompt them to "fix" it, and any fix applied will almost certainly not be helpful to you. :-|
