Personal Investments • Fidelity equivalents to vanguard

Why is portability not a concern in IRA accounts?
So in future, if I want to move the Roll over and Roth IRA having fidelity funds from Fidelity to vanguard, do I have to sell the fidelity funds within the IRAs and then buy VTI, VXUS, BND etc after I move to vanguard ?
Is that how it works?
Yes, you would sell Fidelity zero funds in your IRA if you wanted to change brokers. Fidelity zero can only be held at Fidelity.
