So all of your 403b money is now at TIAA, correct?
And it's all (?) currently invested in TREA (the TIAA Real Estate Fund, *not* the REIT, which is a regular mutual fund?) and in the Vanguard EM Index mutual fund?
Note that the transaction fee should be relatively modest (something in the $30-50 range?), so if you make very infrequent transactions, and especially if the amount involved is relatively large, this shouldn't be somethint to worry about.

You should have other choices besides these two and "annuitizing".
Could you let us know what other funds are available in your 403b at TIAA, and also if there is a "brokerage window"? That would probably have a lot of other mutual funds from many mutual fund families. Some might have transaction fees, but some might not. (And some of these might have expense ratios that are less than some TIAA mutual funds, but that needs to be checked.)

"Whether to annuitize" is something that you could consider, but it shouldn't be dependent upon which mutual funds are available in your 403b plan - and NOTE: I'm assuming that there are indeed other choices besides TREA and the EM fund.

Thanks for reply. Not sure why I described the holdings - I guess to convey that I am happy investing there if a wait (to annuitize or something else) is indicated. All 403b from one job stint, and yes I mean QREARX and VEMAX. It is a small % of portfolio, though still a lot of money. My favorite funds that are available here are the familiar Vanguard Int'l Index VTPSX (0.08) and a Schwab TIPS Index SWRSX (0.05), which I do hold. There are a few low cost U.S. equity funds, as you might expect, though I do not use them as I am way over target - held in taxable. After that you get into expensive CREF/Nuveen choices and worse. There are also 3 Traditionals listed.

You are right, the VEMAX transaction fee could be considered modest in a large transaction. If I ever needed to use this account to rebalance beyond TIPS/Int'l Eq, I certainly could. I don't mind having a very restrictive account like this as long as there is something available that I like and that fits my AA and I can rebalance elsewhere.

An opportunity for annuitization is another question, of course.
