B) A cheaper and less safe car may ended up costing the parents more in car insurance.

Possibly, but...

When my DD's started driving, they each had to be assigned to a family vehicle at the time they received their learner's permits which, of course, led to an increase in insurance costs for that vehicle on the policy. Our third car was a smaller economy car that only carried basic insurance (no collision) in which they were assigned that resulted in much cheaper rates than if they were assigned to one of our more expensive full coverage vehicles although they could still drive any of them.

The recommendation to assign them to the least expensive vehicle came from our insurance agent.
