I was able to access the article. However, several schools to which DS applied are not mentioned. Some are private and some are public.I’d start with the Forbes rating but dig down into methodology and underlying data. It’s behind a paywall but presumably worth a short term subscription. You shouldn’t care much about differences between A ratings and B or probably even C ratings. But the lower the rating the closer you likely want to look at why.
Alternatively, endowment per student, selectivity, and percent of operating expenses funded from tuition are pretty good indicators. Schools with high endowment per student which admit a small portion of applicants and are less reliant on tuition revenue for operating expenses will tend to be more stable.
This applies more to privates than publics. I’d probably use different criteria to judge the latter.
