I agree that with the FSA, assuming not limited purpose, neither is eligible to make HSA contributions. (What I missed is that by its very nature, is that unlike insurance, a spouse is always eligible for FSA reimbursement.)
Is there a way to decline the FSA? I vaguely recall that some benefit packages have an open enrollment period in which you can decline even a free benefit, although the typical open enrollment is closed by now.
