From what I've read the only bulbs that are legal to put into headlights are original type bulbs. So halogen can only be halogen which are the bulbs being used before HID and LED headlights. They do sell higher output halogen bulbs that MAY work with providing more light but it may not. I had put Philips halogen +60 bulbs into my wife's Ford Edge and they made a little improvement.
But with that said it seems that some cars take to LED better than others. The bulbs themselves need to be oriented a certain way in order to give you the correct headlight pattern assuming the headlight itself won't distort the pattern. Also, headlight alignment makes a difference as well. If a mechanic installs the bulbs, positions them correctly and checks the alignment you may not be blinding anyone.
