FWIW I think they are specifically targeting the IRS with the memo regarding gathering info on probationary employees. This is because the IRS in particular hired a surge of people recently due to an increased budget. Another piece of the memo that supports this position is that they discuss putting people on admin leave while their areas are being restructured or eliminated. Sounds like it would have been a fun job, I hope it works out for you.I believe so. I believe I fall under the bucket of receiving an offer BEFORE Jan 20 with a state date BEFORE February 8th. According to that memo I should be okay.
That said, I do have some concerns over the earlier memo reported on here:

They are actively collecting lists of all new employees and reporting that info to OPM. I'm fully aware there's a non-zero chance I could be fired without reason simply because I do not have the job protections offered to more senior employees in my first few years.
I went from like 99.99% sure on Saturday I'm taking the job to about 60-70% on Monday and Tuesday. I want the job, but it feels like I just keep making additional sacrifices for it - pay cut, vision correction, going to training, less time off, fear of being fired for no reason, etc. and it just felt like the camels back was finally broken.
I'm fairly certain I'm going to still proceed with the job, but a bit of the flame was extinguished. What keeps me going is the fact I almost certainly can reclaim my old job if I do not like the new job or if I get fired for no reason.
