Investing - Theory, News & General • Foreign Taxes Paid on Total International vs Developed/Emerging Markets Stock

Could someone much smarter than I please help explain the following?:

According to the 2024 foreign tax credit information for eligible Vanguard funds, the Vanguard Developed Markets Index Fund has a foreign tax paid percentage of 8.49% and the Vanguard Emerging Markets Stock Index Fund is at 12.99%.

If the Vanguard Total International Stock Index Fund is essentially a combination of the two aforementioned funds, why is its foreign tax paid only 7.48%?
Another reason the number is suspect: it is lower than the foreign tax for either FTSE All-World Ex-US or FTSE All-World Ex-US Small-Cap, and the FTSE All-Cap index is a combination of those two.
