It's best you use some sort of 2FA other than email. The problem with email is that many are not secure. There are a bunch of 2FA app you can use. My mom uses Authy, which isn't great but get the job done and makes backup by having multiple instances. Many of the 2FA app have cloud backups or you can export to a different drive. You can store your drive in a locked drawer. Recovery code can be printed out and save into a file cabinet. This is not enough if someone is targeting you, for good enough for most people.

I also think most cloud password managers are good enough security. The data is encrypted in transit and at rest. Having a password manager means you are more secure because it enforces better security rule such as unique and strong password.
