The Japanese HVAC market is air-to-air.5. A last reason is perhaps Air-to-Water v Air-to-Air. I am not sure what the Japanese market is (Air to Air?) but the European market is Air to Water - and there's not much demand for that in North America (mostly in the NE & Cda in older buildings).
There are tens of millions of air-to-water heat pumps in Japan, but they're used for domestic hot water. It's rare to use it for space heating.
