Disclaimer: sold my house. When I asked the county residential building inspector why some new houses didn't have gutters, he said they were required to determine based on slope, soil &c. if they were needed. Had I kept my house I was either going to replace the gutters with flip gutters or on one side where there was a good slope away from the house with runnels (in ground gutters).
