It's likely the IRAs are less incentivized because of broker revenue economics. Regular brokerage accounts can have margin loans, less restricted options trading, and likely exhibit more active trading (behaviorally). IRA balances are also limited by contribution ability, but of course you may have huge existing balances, rollovers, and precursors to big rollovers: higher 401k contribution limits due to age, have nice avenues like profit sharing contributions, etc.
