Uh, because she gets a free 12% interest in a house? And gets to live there for free presumably until the marriage ends or the property is sold? If the house is 275 and the gift is 250 with a 25k loan, the wife is bringing nothing to the table to contribute to the purchase.
I suppose the alternative if she doesn't agree is she gets no interest and the house is purchased by the father and then given to the son as a gift, which would be separate property in Texas. I am not sure I would trust gifting the money and then having a note -- if he pays the note with marital money, it could be construed as commingling the house. (I understand we all have budgetary restrictions but if you're giving your son 250k, why not 275k then and dispense with the note business?)
