Personal Investments • Is my investment plan for a $700k windfall reasonably sound?

If I’m understanding the wiki correctly:

I buy $700k VFIAX (S&P 500)
Down the line, sell specific lots with a loss; then immediately buy VTSAX (Total Stock) with the proceeds of the sale
=No wash sale because all my holdings across all accounts are Total Stock, which is considered substantially different from VFIAX?

Then, rinse and repeat opportunistically, but always realizing losses from VFIAX to buy VTSAX?

One additional question. Are ETF’s meaningfully better for TLH than its mutual fund equivalents? Thanks again.
