orders are supposed to be cancellable by the buyer until the time shipment is confirmed. Does she have an option in the app interface to cancel the order?The seller just hasn't shipped. Not saying this is good service, but it's how it is with some services. Also, calling just as CS hours start can help, if practicable.
Has the seller told Mercari they shipped but didn't actually ship? If there is no shipment confirmation, your wife may be able to cancel the order.
Understandable to go the chargeback route at this point though. Be aware many services will decline your business after a chargeback, but that doesn't matter if she doesn't want to use Mercari again.
She actually tried to call at 8am this morning. It didn't help.
At this point, neither of us has any intention of using Mercari again. This was the first and last time.
