After wasting two days trying to solve, I found a solution. ACAT out, closed account.
If more providers start doing this, it's gonna be a mess.
I am not trying to be contentious. I'm a long time E*Trade account holder and security conscious, so just trying to understand the "same problem" that you and the OP experienced.
But Etrade, alone among brokerages as far as I can tell, asked me to agree that they can verify my 2FA phone number with the mobile provider. I said yes, because I am an authorized user of the phone. But their verification method apparently just checked my name against the "main" name on the mobile account. They don't match, so it was a problem. No 2FA meant I couldn't send a wire without calling.
I have no idea if this is still a problem or not with ETrade, or if this is the problem for OP, or not. It was years ago.

Well, pretty much every one is on a family plan. If this becomes the standard, I will have to separate our phones into individual accounts I guess. So far not been a problem with anyone else.
