Personal Investments • Funding 5 Tiers for 5 Years of Expenses. Help with Years 3,4,5.

Our finances are:
1/ Five years' worth of expenses in Non-stock investments (earmarked for when stock market is down and selling stocks is a bad idea)
2/ All else in stocks

I would like to hear thoughts on which investments to use for Years 3,4,5.
I welcome thoughts also on Years 1,2.
Feel free to critique the approach.

For Year 1: 20%, in ALLY Savings account
For Year 2: 20%, in VBIL Vanguard 0-3 Month Treasury ETF
For Year 3: 20%, undetermined, considering VTES Vanguard Short Term Tax-Exempt Bond ETF
For Year 4: 20%, undetermined, considering VTES or VTEI Vanguard Intermediate Tax-Exempt Bond ETF
For Year 5: 20%, undetermined, considering VTEI
