Personal Finance (Not Investing) • Finding out your Power of Attorney is useless

I'm running into problems with providing Agent Authorization to my Vanguard account as I write this. In my case the account is in the name of our Trust and for that reason Vanguard will only provide Limited Agent authorization which does NOT allow online access to the authorized agent (call-in only). I've talked to four Vanguard phone representatives and received a great deal of conflicting information.

Has anyone else dealt with getting Agent Authorization for an investment account in the name of a Trust at Vanguard? If so, what level of access did you get and what was required to get it?
Vanguard is horrible with respect to "agents".
When our 403b plan was at Vanguard (until about 5+ years ago), even a "full agent" could ONLY "call in" to have information read to them over the phone. NO online detail access whatsoever. I think the agent could log on and see the total, but not any account details... not holdings, not transactions...
To make any transactions, that had to be done by verbal communication, without any immediate transaction confirmation number or such.

I never knew if that was just "our" 403b plan, or for all 403b plans.
IRA accounts were different... a full agent could see everything, and do transactions online.
