So I'd agree with Ed Slott....if you're soon to retire, at that point, do nice big Roth conversions, at least that amount that will be put you at the top of your federal tax bracket. At RMD time, you'll be glad you did.
I don't see how you can offer this as a blanket strategy. Roth conversions are favorable only if the future taxes paid on those dollars will be higher than the tax paid at the time of the conversion. Some people have low IRA balances that will be drawn over many years, filling up the standard deduction and lower brackets throughout all of retirement.
