It used to be that the whole point of a cashier's check or money order was that the recipient could trust that it would be paid, and typically would not require a hold.

Agree. No one buys a cashier’s check for the fun of it.

The concern is that fake cashier’s checks are at the center of many fraud schemes. Although a real cashier’s check is generally more reliable than a standard personal check, that reliability disappears when the check is counterfeit.
