It is possible for dealerships and other lenders to do soft credit pulls without an SSN.This might not be enough to sway your family member, but: a dealership cannot run a credit check unless they have a social security number. Don't give it to them. They are unlikely to insist on it if you just tell them, "Sorry, I don't give my SSN out." They will probably insist on making a copy of the driver license "for insurance purposes", however, which may be a legitimate request.
