I think the answer is likely what ehh stated above. Plan A isn’t very popular, so it’s a smaller pool.

Per Kaiser Family Foundation, of the 13,564,595 enrolled in Medigap, ~39% are in Plan G. Only 0.58% are enrolled in Plan A.
Makes complete sense.
The question is what would make people even consider Plan A?
