I agree that most likely the guide is Ok, and that his bank rejected the money due to some news protocol. I have heard the Mexican government cracking down on wise recently. I would give him the benefit of the doubt. Still he will have to understand that you need the funds back in your account first before you can pay him. To be honest the first payment represents a lot for a Mexican guide, he can definitely wait a bit for second payment.
