I think a potential mistake here (which is understandable under the circumstances) is ascribing some kind of nefarious motivation to Vanguard's actions or requirements in this situation. They are fiscally conservative to a fault, and they have processes in place to prevent fraud. So do other financial companies (with the landscape constantly evolving). It's certainly frustrating to be on the receiving end of any of this during an already stressful time, but the best outcome will present itself by you calming walking through the required steps. The individual account balances at play here can be assumed to be meaningless to Vanguard. They are paying a lot more to the agents you are working with who you perceive to be blocking you than they would ever stand to make in additional expense ratio by keeping your assets for a short additional time if that is believed to be the motivation.
