Am I understanding this? For an online trade, you can specify SpecID and specify the lots when you submit the trade, but the trade will execute as MinTax and open a "case number" - so a human being can go in later and make corrections?

What does this imply about the state of core Vanguard automated systems? Should I be worried?
Yes, you understand correctly.

In fairness, my sale was a transfer. Maybe that kicked out to another level. I'm doing an actual in-account trade sale tomorrow and I'll report back.

As for the state of things, I'll just say it is much, much better than a few years ago. They are clearly making progress after they blew everything up in the UI.

I'll also add that this is not uncommon with old financial systems. My wife worked at a bank and it was a mess of various cobbled together systems from the 80s to present. Certain on-line transactions required back room manual operations as they transitioned to more modern platforms. Finance is extremely slow in updating systems.
