"Work stoppage" (ie retirement) is one of the qualifying life changing events listed on SSA-44, so the OP and spouse could have grounds for a successful appeal.To get the first check in June you want to begin in May.
Form SSA-44 is used to request a reduction in your Medicare Part B and Part D Income-Related Monthly Adjustment Amount (IRMAA) if a life-changing event has significantly reduced your household income. That doesn’t seem to apply in your situation.
