How long do you expect to be at this employer? Two years not the same as 30 years. Of course, sometimes two years can turn into 30 years. At least it does have low expense ratio funds.

If a small business and you have visibility with the principals you can try to lobby for a change and help them look for a lower cost plan administrator. What this likely means in practice is that they aren't willing to subsidize any of the plan administration costs so they set it up so the participants have to pay. Can vary by company and sometimes there are entire industries that operate on tight margins that work this way.

You could roll out the $575K, then do some Roth Contributions to the new plan.
