The electric provider may attempt to analyze your power usage and divide the bill into categories like "always on", laundry, air conditioning, cooking etc., but of course it's not as accurate as using a meter would be.
The only way to check electric usage of a specific appliance is with a meter. Averaging usage of your whole house over a week tells you nothing useful. 25kWh/week is well within normal variation for most people.
