If it were me I'd post on FT and continue trying to work with airlines for a couple of weeks and document everything. If that fails for flights touching US soil file a DOT compliant online. And after you have done all that I'd do the charge back. You case will be stronger if you create a paper trail. I suspect QR will be more difficult to deal with. For flights that don't touch US soil you will need to research local consumer laws.
Oh and if these tickets were booked through travel agency you need to deal with them not the airlines. That might be why the airlines are telling you they cannot refund. In general you should avoid travel agency bookings for this reason at least outside of a full service agency.
