My quasi government employer offers retiree health benefits at more or less the employee rate after 10 years of service after the age of 45. That is earliest you can start them is 55. It is way cheaper than ACA and much better coverage. At 65 you go on Medicare so the costs jump up then. The employer does offer a very generous Medicare Advantage plan at that point.
