When our 403b plan was at Vanguard, if we wanted to move anything from a 403b to a TIRA, it had to first be liquidated, and *then* the dollar amount would be transferred into the TIRA. And then it could be invested however we pleased.

I remember questioning this, and not quite believing them at first... that it could *not* be done "in kind".
(In that case, I had wanted to move shares in a closed fund, but.... nope.)

I think 401K/403b to IRA and vice versa do not often take the most efficient path. When I roll my rollover IRA to Vanguard 401k, I thought they would at least electronic transfer it. Nope,the departments are different, so the money has to be liquidated, sent as a check from Vanguard to my house and then send back to Vanguard.
