I would normally say you owe him for the service visit since you didn't cancel, but it sounds like it was conveyed to you that you wouldn't be charged.Also, said, not that it is all that relevant, that he would submit it in a way I would not get billed. Today I got a bill for $189.
I'd call and see if you can maybe meet in the middle, $189 is steep for him just confirming you did in fact clear a condensation line. If they don't agree, pay them and then leave a bad review on Yelp.
Next time a miscommunication like this happens, my advice is to just send them away and not let them in the home. I've had a few of these where in my opinion it was being gamed. I cancelled, they came anyway, said why don't they just check things out and I said no thank you, I wont be paying for any service.
