I'm not saying that that's the case for you, only that some 401k plans simply don't allow for that kind of distribution, period. It wouldn't matter if Vanguard, Fidelity, ADP, or any other 401k plan administrator was the one selected by your employer.
Check your 401k plan documentation.
There are probably other ways it's possible for this situation to exist.
