I found an architect (who probably was under-busy), who I think came by the property to talk to me, gave me some quick ballparks, and I didn't pay him (or end up using him). Possibly I just talked to him on the phone - it was a while ago, I don't remember well...Thank you to all for your responses. Looks like going through architect is the way to go. I imagine I could pay them to just visit the property, draw up some rough plans and get an idea how much it would cost.
