It’s called Local Law 11. The reason why scaffolding (ie sidewalk sheds) are more prevalent than ever before is because the city now requires more detailed and laborious inspections, which are then more likely to identify defects that need costly remediation according to the Department of Buildings. The cost of inspections every 5 years (which require the sheds to be erected), and the subsequent repairs (during which the sheds must remain up) have gone up dramatically. While scam is a bit harsh, there is a bit of a racket in my opinion, whereby an entire industry has developed around inspections and repairs. Some condo and coop boards simply cannot afford the repairs, so the sheds are the only option. You often hear the media blaming scofflaw building owners who refuse to pay for repairs, but there is another side to the story, which is the increase in costs of inspections and repairs.
