Send them your first (well organized and complete) letter, then they'll respond. If you don't like their response, then you'll be able to continue the discussion with additional correspondence.
Were it me, I would provide a line-by-line itemization that totals to the amount claimed, with a description of the amount and then a copy of the receipt or other documentation for each line item, like so:
$22,000 - solar panels - (receipt from solar company)
$2,000 - electrician install - (receipt from electrician)
$300 - building permit - (receipt from building department)
---------
$24,300 total
I think the solar panel credit is fairly straightforward, but you might go through the requirements for the credit and provide evidence that you meet those requirements. Like if they have to be installed on your main home, then provide something that shows that they were installed on your main home. If they had to be installed during a certain time frame, provide something that shows that.
Don't send original receipts; send copies. Make a copy of the letter you write as well. Just in case something gets lost.
