Please read the details of the specific issue / experience I’ve had with this (see upthread). It can’t be explained by a browser issue.
There are many posts by you upthread. Which one is the most to the point?

For example, is it the post that contains the following?
I cleared the browser cache. Here’s what happened next:

I logged in, changed the setting to “don’t scroll in quote boxes”, then clicked submit. It prevented scrolling. Then I logged out. Then I logged back in. It was scrolling. I looked at the settings and it stills shows as not scrolling, even though it is scrolling.

I’m confused and don’t know what to do next.
I just did the following actions.
  1. Changed the option "Would you like quoted posts to be compressed with a scroll bar?" from "Yes" to "No".
  2. Opened a page with long quote from a post. The entire quote was displayed without a scroll bar for the quote.
  3. Did a logout.
  4. Reloaded the page with a long quote from a post. There was a scroll bar for the quote because I was no longer logged in.
  5. Did a login.
  6. Checked the setting of the option "Would you like quoted posts to be compressed with a scroll bar?", It was still "No".
  7. Reloaded the page with a long quote from a post. The entire quote was displayed without a scroll bar for the quote.
The behavior you describe is consistent with the browser not going to the server when reloading a page. It is possible, but highly unlikely that the server is not obeying the option setting. It is almost certainly a browser issue.
