I did speak with two of my local reps. The document states that the judge agreed that the county owed me a refund, but he also agreed that the county could not be sued. I may push this one again, but most people do not understand tort law. The right thing for the county to do is to refund the money based on what the judge wrote. Not likely!
I am legally naive and have never gone through debt collection so keep that in mind, but what would happen if you paid the $800 (the amount you are owed) less next year? Would the county try to collect via a debt collector? Couldn't you show the judges ruling that the county owed you that amount and that is why you didn't pay?

I mean dealing with debt collectors can't be fun but you went through all the trouble to win in court. Sure, you can't sue the county but county does owe you so what about not paying them that much next time.

Like I say, I am naive on the topic.
