This is a good approach, although I would suggest one tweak. Since you are going to be moving $113k from (what is presumably invested in) stocks to cash, move the corresponding amount from cash to equities within your 403(b).
I am assuming that this is possible (that you do have enough money in 403(b) in fixed income assets, and can sell fixed income/cash in your 403(b) to equities).
Point being, I wouldn't want you to be out of the market while the transfer is in progress.
