I think you wrote it right. Mom will have control of the money. But that is not the same as depositing it to an account that doesn't have his name on it.
Come about this another way and see that there are rules set up so that people don't steal other people's money. Apparently, people are stealing demented people's money all the time - kids and estranged spouses.
