Assuming you have access to free WiFi at your hotel and other venues, why not connect your AT&T line via WiFi calling. That should allow you to receive and send texts and calls just as if you’re home, at no charge. We’re usually able to call friends or businesses using WhatsApp.
We travel to Europe frequently, and have never needed a separate line or supplemental sim. This past September we were in Ireland and the UK for a month and had to connect to cellular data only a few times when away from WiFi. Otherwise our phones remained in Airplane mode, with WiFi on. Our total extra charges for the month in Europe was under $3. We use Xfinity mobile, but used to have AT&T and it worked the same.
We also drove all over using Google maps offline, so there was no need for cell data to navigate.
