The question is whether it can replace a bond fund. I see no reason why an annuity can't do that during accumulation. TIAA Traditional, for instance, outperformed 10 year bonds and long time holders receive significantly higher annuitization rates.
I would not want an annuity during accumulation phase but I can see some validity for those in decumulation/retirement. Another "one size does not fit all" type discourse is sure to follow. An interesting read.
