Perhaps. Very unfortunate that you can do it with noncovered stocks but I cannot do it with noncovered Vanguard mutual funds.
In any case, it is very unfortunate that the simplest way for me to gift shares may be to transfer all my accounts to Fidelity and do it there!
Today, I looked on my Vanguard message center and there was no form. So once again I called. There was no record of my request Friday. I had another identical conversation as Friday with a representative and they said the only way to get me a form was for them to submit a form to request the form. I asked when could I receive the form and was told that there was no way they knew how long it would take. I requested to be transferred to the department where I could get a form and they said they did not know how to get hold of them.
If I dont get the form by tomorrow, I will start the process to move all my accounts to Fidelity. This is absurd. BTW, I am a Vanguard Flagship member, which no longer means anything anymore. Someone in another posting said that Vanguard is would be comparable to Walmart, except that would be insulting to Walmart. I laughed at the time, but I am no longer laughing and in agreement.
