My tello plan is data only and my unlocked pixel is able to use wifi or data to make "wifi calls"*. It's my guess that either your phone does not have the default android "wifi calling" service or you have not enabled it. Sadly some providers sell locked phones that disable or limit stock android wifi calling, which is very unfortunate. I have no idea whether tello does this but I would recommend never purchasing a carrier or bootloader locked phone, on principle.
Tello doesn't offer data-only plans. All plans can make calls.

If your plan does not include a package of minutes, then you will be charged 1 cent per minute for calls to the US and 60 other countries. It doesn't matter whether you use cellular or Wi-Fi to make the call.

The phone has nothing to do with the billing. iPhones will also be billed for Wi-Fi calls.
