The post you quoted is 10 years old. I'm not sure #2 is accurate anymore. At least the part about X free trades is outdated - free ETF trades are now unlimited.
I wasn't charged anything in the past few years when they sold my partial ETF shares.

Note that they sell fractional shares once a month, so you may need to wait up to a month or so for those to get liquidated automatically.
